Because water drains slowly, the membrane takes more abuse than shingles, and most residential flat roofs need replacement after 15–30 years. Whether the old insulation is wet is the biggest swing factor: dry insulation can often stay, saturated boards must go.

What affects the price

  • Membrane type. Built-up and modified bitumen roofs are the cheapest at roughly $3.50–$7.50 per sq. ft. EPDM and TPO single-ply membranes run about $3.50–$10, and PVC $5–$12; PVC and TPO are white and reflect heat, while EPDM is usually black.
  • Area. Cost scales with area, but small roofs cost more per sq. ft. because of minimum charges and setup. A 1,000 sq. ft. roof typically costs $3,000–$11,000, a 2,000 sq. ft. roof $6,000–$22,000.
  • Drainage. Ponding water shortens membrane life. Adding a roof drain costs about $70–$340 each, and reworking drainage with a tapered system (slope built into the insulation) typically runs about $7–$10 per sq. ft. all-in.
  • Insulation. Insulation is installed above the deck on most flat roofs. Polyiso boards add about $0.50–$3 per sq. ft. and spray foam $1.50–$5; a full warm-roof build-up runs about $6–$11 per sq. ft. in total.
  • Deck repairs. Rotted or water-damaged decking must be replaced before the new membrane goes down. Budget roughly $1,200–$1,800 for deck and flashing repairs on a 1,500 sq. ft. roof; leaks left for years cost more.

Ways to save

  • Get at least three written quotes that specify the same membrane, thickness (for example, 60-mil TPO), attachment method and insulation, so prices are comparable.
  • Ask for an infrared or core-sample moisture survey: if most of the existing insulation is dry, you avoid paying to replace it.
  • Consider a recover (new membrane over one existing layer) only if codes allow it and the roof is dry; it saves the $1–$2 per sq. ft. tear-off.
  • Fix drainage while the roof is open. Adding a drain or tapered crickets now costs less than repairing ponding damage later.
  • Keep up with resealing and inspections: coating a sound roof ($1–$4 per sq. ft.) can delay full replacement by years.

Ask at least three licensed, insured roofers experienced with low-slope systems for written quotes. Give each the same information:

  • Roof area, height (stories) and access for materials, plus photos of ponding areas or leaks.
  • The membrane you prefer (EPDM, TPO, PVC or modified bitumen), thickness and color.
  • Whether you want new or added insulation and any drainage changes.
  • Ask what's included: tear-off, disposal, insulation, edge metal and flashing, permits, and the manufacturer and workmanship warranties.
